Burter is a tall blue alien and a member of the Ginyu Force, he was believed to be the fastest warrior in the universe. During the Ginyu Saga though, he was outclassed by Goku, even though he was teaming up with Jeice at the time. After being beaten by Goku, he was slain by Vegeta.
