Paragus is the father of the Legendary Super Saiyan Broly. As only an infant Broly had a power level of over 10,000 - compared to Goku's level of 2.
As an infant Broly became upset at Kakarot's (Goku's) constant crying (in the next pod), and this instilled a deep sleeping rage inside of him. When Frieza destroyed Planet Vegeta, Broly used a sphere of his own power to protect himself and Paragus, and transport them to another planet.
Paragus became increasingly worried about Broly's inability to control his rage, so Paragus had a scientist create a necklace capable of restraining, and controlling, Broly. This was attached to him in his sleep for obvious reasons. Paragus used this to control Broly's mind, and make him do his bidding.
Paragus and Broly travelled to Earth to fing the Saiyan Prince Vegeta. Paragus said that he had found a new planet for Vegeta to rule as the King of Saiyans, and urged him to come and help him defeat an evil menace that had been terrorizing them. So Vegeta, along with Trunks, Goku, Gohan, and Piccolo, as well as Krillin, Master Roshi and Oolong, travelled to the New Vegeta.
When they arrived, the menace was revealed to be Broly himself. As soon as Broly saw Goku, his uncontrollable rage surged, and the Restraint Necklace was destroyed. Paragus' plan was for Goku and the others to remain on New Vegeta and fight Broly, until a giant comet called Comet Kumorle crashed into the planet, taking all of them with it, while Paragus escaped. But as he was entering his space pod, Broly discovered his plan, then destroyed Paragus by hurling him inside the crushed space pod right at the comet. Goku and the others continued to fight Broly, and were unable to match him until they channeled all of their energy into Goku, who used the energy in one last attack, which supposedly destroyed Broly.
