Tao Pai Pai is Tsuru-Sen'nin's younger brother and a highly skilled assassin. Tao is responsible for the death of General Blue, who he kills with only his tongue. He is sent by the Red Ribbon Army to kill Goku and retrieve the Dragonballs, but Goku defeats him, seemingly killing Tao with his own grenade. Tao returns as a rebuilt cyborg in the 23rd world tournament, brutally defeating Chaozu. He is beaten by Tien in the next fight.
In the anime, he makes a later appearance in Dragon Ball Z during the Cell Saga as a henchman for a rich coward who is forcing a village to build a dome to protect him from Cell. He is stopped by Son Gohan.
He is known as General Tao Pei in an early 1980's Dragon Ball dub.
